Summary: * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...Northwest Oregon and southwest Washington including the following counties: In Oregon - Benton, Clatsop, Columbia, Clackamas, Hood River, Lane, Lincoln, Linn, Marion, Multnomah, Polk, Tillamook, Washington, Yamhill. In Washington State - Clark, Cowlitz, Pacific, Skamania, Wahkiakum. * WHEN...From late Wednesday night through late Friday night. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Storm drains and ditches may become clogged with debris. Area creeks and streams are running high and could flood with more heavy rain. Landslides and debris flows are possible during this flood event. People, structures, and roads located below steep slopes, in canyons, and near the mouths of canyons may be at serious risk from rapidly moving landslides. * ADDITIONAL DETAILS... - An atmospheric river is forecast to bring periods of heavy rain to northwestern Oregon and southwestern Washington at a time when area rivers continue to run high and soils remain saturated following heavy rain earlier in the month. During initial heavy rainfall on Thursday, the urban and small stream flooding threat will be most urgent, although the details of precise timing and location of the highest risk remains uncertain at this time. Hydrologic Outlook issued December 15 at 8:47PM PST by NWS Medford OR

Summary: ESFMFR Rain is expected Tuesday through Tuesday night with the highest amounts of around 1 to 2 inches from Curry County into western Josephine County. An atmospheric river is then expected to be aimed at western Oregon. Heavy rain is likely to begin early Thursday and continue into Friday. Rainfall of 3 to 6 inches, with highest amounts likely in Curry County, will cause quick river and creek rises. There is the potential for river flooding in Coos, Curry, Douglas, and Josephine counties. Landslides and ponding of water on roadways are also possible hazards. The exact scenario for flooding remains uncertain. This product will be updated as necessary. Watches and warnings may be issued by the National Weather Service if this situation worsens.

Special Weather Statement issued December 12 at 10:15PM PST by NWS Pendleton OR

Summary: Another active weather pattern with a moderately strong atmospheric river is expected in the Cascades, especially the Washington Cascades, beginning Monday and Tuesday. Moderate to heavy rain is possible at the Cascade crest with amounts decreasing away from the crest. By Tuesday night, snow levels drop to around 2500 feet and mountain rain will turn over to snow. Snoqualmie Pass and White Pass have a 45 to 65 percent chance of 2 feet of snow from Tuesday through Thursday night, while Santiam Pass has a 30 percent chance of 2 feet of snow in the same period. This precipitation will lead to river rises and potential additional flooding on the Yakima and Naches Rivers as well as an increased risk of rock and mud slides in areas of steep terrain and near burn scars. However, the transition to snow is expected to keep flooding at lower levels than the past few days. While the Yakima and Naches Rivers are forecast to reach minor flood stage by Tuesday and Wednesday, other rivers in the area are expected to remain below bankfull. Also, windy conditions are expected Tuesday night and Wednesday which may lead to difficult mountain driving conditions. Those living or having travel plans through the Cascades should be prepared for impactful weather next week.
