Summary: * WHAT...Urban area and small stream flooding caused by excessive rainfall continues. * WHERE...A portion of northwest Oregon, including the following county, Multnomah. * WHEN...Until 400 AM PDT. * IMPACTS...Streams continue to rise due to excess runoff from rainfall. Expect many areas of slow moving or standing water. * ADDITIONAL DETAILS... - At 138 AM PDT, Doppler radar and automated rain gauges indicated heavy rain. Flooding is already occurring in the warned area. Between 2.5 and 3.5 inches of rain have fallen. - Additional rainfall amounts of 1.5 to 2.5 inches are possible in the warned area. - Some locations that will experience flooding include... Gresham, Troutdale, Fairview and Wood Village. - The Tualatin River at Dilly and the Nehalem River near Foss are currently at action stage, with multiple other rivers forecasted to reach action stage or minor flood stage by Friday afternoon. - http://www.weather.gov/safety/flood

Summary: AVWPQR The following message is transmitted at the request of the Northwest Avalanche Center. ...The Northwest Avalanche Center in Seattle has issued an Avalanche Warning... * WHAT...A very dangerous natural avalanche cycle continues as heavy precipitation, rising snow levels, and extreme winds impact the region. Very large natural avalanches are likely and may run long distances into low-elevation canyon runouts. * WHERE...Areas near Mt Hood. * WHEN...In effect from Thu 18:30 PDT to Fri 18:30 PDT. * IMPACTS...Very large natural avalanches are expected. These will be more than enough to bury, injure, and kill backcountry travelers. * PRECAUTIONARY / PREPAREDNESS ACTIONS...Avoid all areas where avalanches can start, run, or stop. Johnson Creek at Sycamore affecting Clackamas and Multnomah Counties. * WHAT...Minor flooding is forecast. * WHERE...Johnson Creek at Sycamore. * WHEN...Until early Saturday afternoon. * IMPACTS...Above 13.0 feet, expect flooding to begin at numerous locations along Johnson Creek. Evacuations of several homes have historically taken place at this and higher stages. * ADDITIONAL DETAILS... - At 4:30 PM PDT Thursday the stage was 10.8 feet. - Bankfull stage is 10.0 feet. - Forecast...The river will briefly rise above flood stage to 11.2 feet late this afternoon. It will then fall below flood stage this evening to 8.9 feet late tonight. Additional rainfall on Friday will cause it to again rise above flood stage again tomorrow afternoon to 13.0 feet by late tomorrow evening. Wind Advisory issued March 12 at 2:11PM PDT until March 14 at 8:00PM PDT by NWS Medford OR

Summary: * WHAT...West winds 20 to 30 mph with gusts up to 50 mph expected. * WHERE...Portions of central and eastern Lake County, including high terrain, highway 31 between Paisley and Summer Lake, and portions of highway 395 near Wagontire and Valley Falls. * WHEN...From 11 AM to 8 PM PDT Saturday. * IMPACTS...Gusty winds will blow around unsecured objects and could make driving difficult, especially for high profile vehicles. * ADDITIONAL DETAILS...While gusty winds continue over terrain in Lake County continue this afternoon, the winds are below Advisory level and the existing product will be allowed to expire. A future Advisory for Saturday is still supported in the forecast and remains in place.

Hydrologic Outlook issued March 12 at 2:09PM PDT by NWS Pendleton OR

Summary: ESFPDT Heavy rain and mountain snow through Friday evening followed by unusually warm temperatures this weekend will lead to high water levels on many mountain streams and rivers. Currently the Grande Ronde River at Troy, the Umatilla River at Gibbon, the Walla Walla River at Touchet, The Klickitat River near Pitt and the Naches River at Naches are all forecast to reach Action Stage by Friday evening and continue into the weekend before receding in the late weekend or early next week. At this time, these locations are not expected to reach minor flood stage. Other streams and rivers will have rises but remain within their banks. There is some uncertainty in the rain and snow amounts through tomorrow and temperatures this weekend but confidence in river levels is good (60-80%). Additionally, water temperatures have dropped to the lower 40s, so the chances of hypothermia will be increased for anyone falling into rivers or streams.

Winds gusting as high as 30 mph. * WHERE...Northern Blue Mountains of Oregon. * WHEN...Until 5 PM PDT Friday. * IMPACTS...Travel could be difficult due to periods of moderate to heavy snow. Gusty winds could bring down tree branches.

Power outages are possible. Travel could be difficult, especially for high profile vehicles.
